As my son went through the Japanese Education from Kindergarden to 5th grade, there were several things I noticed.  First of all, every thing was structured without compromise of changing to any other form. Once it was set in one way from the department of education, there seemed to be no way to change it in practice. If a teacher had changed it or even adapted a new way of interpretation, it could cause lots of problems in school. Some were disqualified as a teacher or on provation for 6 months.

It caused all students to think in only one way with one interpretation. If there had been no case in the past, then the teachers were not willing to adapt in the way they do at school. Students under this situation, have been growing with one kind of thinking as norm and they would not risk themselves to be different. Being different meant out of place at school. They were usually the target for bullying.
